How reliable is an early estimate of valuation?

What decides the number, and what you control.

Any figure mentioned before the numbers are restated, the key numbers are documented and the market has seen the company is a starting point, not a price.

The price is set close to the issue, by the company with its merchant banker, on market conditions, peer valuations and investor demand at that time. It helps to know what any early number assumes.
